Working Explanation

This IC 741 tester circuit is made up of two indicator LEDs, a variable resistor, and a capacitor. When an op-amp is added to the circuit, it becomes a pulse generator, and if the testing IC is good, the two LEDs alternately glow. If the LEDs are not lighting alternately, it is possible that the testing IC is broken or malfunctioning.

Simply put the op-amp LM741 in the proper location, and if the Op-amp is in excellent working order, the LEDs will blink; if the Op-amp is defective, either LED will be off continually.
